I just bought a 3 month subscription to use a skype phone number and the order page said $18.00. But my card statement said I was charged $33.00. I want the extra $15.00 back asap. That's so uncalled for, Skype.

Hello,
I checked your account and on Skype side you have been charged $18 for Online Number. If you are located in US then I'm afraid this is a charge from your bank, since Skype payments go through Luxembourg.
Most countries don't have this charge, but some banks in US can take additional transaction fee. Unfortunately I don't have much info on this since in my country banks don't charge this, but if you contact your bank then they can explain it in more detail.
In case your bank claims that they sent $33 to Skype then please send a proof of payment and customer service will gladly help you get this sorted out: https://support.skype.com/faq/FA1170
