Actual SMS rate differes from the listed rate?

I noticed that the starting rate shown on Skype for SMS to China is 11.2 cents, whereas the listed rate on the official Skype website is 4.5 cents. Why is there such a huge difference?

Could you please double check if you are checking rates in correct currency: http://www.skype.com/intl/en-us/prices/sms-rates/#cc=CN

SMS to China is 5.5 cents(USD) per SMS
It is 4.5 cents if your currency is EUR

I also checked your SMS and message you sent to China was charged 5.5 cents(USD)
