I am wondering if there is something or can it be added. I want to find some way to create a time and an email to send to a group for a video chat. So that they can go to the email and then they could join the chat. Maybe so that no one has to start the video but someone can schedule a video chat and everyone could join. Almost like a video chat room but would have to be setup by the person with the premium account.
I have something that I am working on and it involves a bunch of old people but I want it to be so that they can log in and get there before I do and then I can log in and if I was to lose connection they could keep the session until I got reconnected or switched connect mediums.

1. You cannnot host a conference call and be offline.
2. If you were online you could use logic like this: http://community.skype.com/t5/Windows/Instructions
3. To force video on in the calls for the conference call, you can add this to the instructions above.
Example of normal conference call: skype:YourSkypeNameHere?call&token=myconference
Example of conference call with video: skype:YourSkypeNameHere?call&video=true&token=myco
Anyone clicking on one of the 2 links above, will start or join a conference call, which will be hosted by the YourSkypeNameHere Skype name.
Note: At least 1 person in the video conference call will need to be premium more that 1 to 1 video is being used. If there is not, then group video will not work and the conference call will be an audio conference call.
You can also force video in 1 to 1 calls using the same method: skype:YourSkypeNameHere?call&video=true
Where a normal audio call would simply be:
skype:YourSkypeNameHere?call
