Callers to my iPod touch get busy signal

I recently purchased an iPod Touch and have a problem receiving calls.
About half the time the callers will get a busy signal.
The same is true if I have Voice Messges enabled about half the time Skype prompts to leave a message on the first ring or two.
I have reinstalled Skype s.a.r.l. with same results.
I don't get it but Skype technical support simply said they don't support 3rd party hardware (Apple iPod Touch).
Is their someone on this board with knowledge of how to trouble shoot an iPod not receiving Skype WiFi calls (busy signal)?
Could I test receiving calls on my PC with my iPod Touch phone number?
I feel I will have to return my new iPod if calls cannot be reliably received.

My kids both have ipod touches. When I call them I get the same fault, however they can call me on my galaxy ace running gingerbread.
If anyone out there have solved this let us know.
