Dualphone 3088 connection problems in Luxembourg

Hi 

I have connection issue to skype with my dualphone 3088.

But i have read an article over my internet provider who says that EPT has disabled the VoIP from other provider.

But i don't know if it applys to me. I m using Luxfibre over copper but over my computer skype is working but over my dualphone it doesn't
