Calling with Skype number to go

I have created an account to call a friend who has a USA calls phone number, but is currently in the UAE.  Every time I try to call the number that was provided for him, I get a message that "the Skype Customer number to go is currently busy, try again later".  I have tried several times over the last day, and I know that the line is not busy.  Is there an upload problem or another issue that I'm not understanding?

i already installed the skype but it says that only telkomsel sim can use this skype .....what is that telkomsel sim?
