I just went through this... My co-worker has an online number and can make and receive unlimited calls... I bought one for myself, however could not make any calls out unless I bought time per minute... Played email tag with support, that also was like a treasure hunt to find... Basically ended up trying to get a refund, because I asked the support how can I get unlimited minutes for an online number with incoming calls, along with voice mail, along with the ability to make outgoing calls, and I got the runaround... Nobody seems to know which package gives you the ability to receive and make unlimited calls...
So, to answer your question, the online number comes with a local number, voice mail, and depending on which package, unlimited minutes of only incoming calls... You have to get a subscription to make outgoing calls or pay by the minute... Now why on earth they don't have a package that actually does both, because I would think that would be what most people need, is beyond me... There is no telephone support, that I can see... It would only take about 5 minutes to straighten it out instead of having to come in here or email support....
