how to set time before voicemail answers

On a Mac, how do I change length of time before voicemail kicks in?

An earlier post says to set up forwarding to voicemail, and then click send to voicemail.

There is no send to voicemail button, If I exit this menu and check voicemail button, call forwarding is unchecked.

Researching this shows it has been an issue for at least 5 years ! Is there a clear answer somewhere, and why has skype let this be an issue for so long ?
