Where and how do I find out what the latest changes "What's New" to a new version like the one I just downloaded... for MAC... 5.7.0.1130??

You should be able to see what you're looking for here:

http://blogs.skype.com/garage/mac/

For some reason that blog hasn't been updated yet for the new version you found today.  All I can suggest is check back in a day or so.
