Ver. 5.5: declining a call sends busy signal to caller

I just installed 5.5.60.2340 for Mac.  Decline call still doesn't work - it now throws a busy signal at the caller instead of going to voicemail as it should.  Useless!

Just installed 5.6.0.143 - still throws a busy signal when declined.

Version 5.7 - same thing.
