Chances are inf your menu bar is missing you're signing in to your Skype acount via a browser, which won't work.
Download then run the install via this link: www.skype.com/go/getskype-macosx
Once the install is complete, signin with your Skype name and password and you should see the menu bar and be able to start using Skype's features.

I've reinstalled Skype several times today and still no sign in or menu bar. Do I need to upgrade my operating system? I have OS 10.5.8. If that's not the problem, what is? Thanks.

I just signed up for Skype and I can log in etc. but can't find the tool bar to add contacts or call anyone. I'm using an MSN browser what do I need to do?

Skype calls cannot be made from a browser. You need to download the application, install it, log in with your username and password, and Skype away. Remember that Skype-to-Skype calls are free. All others requrire credit.

I followed www.skype.com/go/getskype-macosx and nothing changed. If browser means Safari, it's the only internet access I have.

The link you included in your post results in a download of the Skype .dmg file. Once you've downloaded it, you must double-click the file to open the installation window. It does not auto-install. Drag the Skype application to the right and drop it on the Applications folder IN THAT WINDOW to install Skype. Once you have installed it, it 'lives' in your Applications folder (accessed from the Go dropdown menu at the top of your screen when Finder is active). Open the application, sign in with your username/password, and all should be well with the world.
