. To answer your question I'm using a MAC and I imported my contact list from my Gmail account into my MAC address book. I'm now trying to follow the instructions given I hope this solves the problem. I appreciate your quick response. Ok.
To make free video calls (and you definitely can make free video calls with Skype) you can't just use contacts imported from another address list. The correct process involves using the Add a contact function to send someone a request that you be added to their Contact list. If and when they accept that request, they'll show up as a Skype contact on your Contact list. Then, when both of your are online, you'll be able to have a video call with each other.

That link to add credit is there if you want to or need to add credit, but you can ignore it if all you're going to do is make free Skype-to-Skype calls.
Did you add any contacts and have them accept your invitation?
If you click on Contacts, do you see any contacts who's status is "Online," with an online icon there? 
If you roll your mouse cursor over a contact who's showing as online a green button should popup allowing you to click on it to make a Video Call....free.
