When was this?  For the years I have used it calls to landlines have always been charged.   Fees have to be paid to connect to a traditional phone system.  There have been promos for holidays, special occasions and there are free trial periods for a month and such.  If you sign up for a subscription then outbound calls covered by that subscription would not cost you additional credit.  If you are not on a trial, or a promo, or subscriptions, credits are used for your outbound phone calls to landlines/mobiles/other misc. services.
