I've read the manual and I still have no idea what you are referring to:
To use that system, the only software you need is the CD it came with (USB drivers for the monitor device) and a computer running the normal Skype client software. Two computers and two Skype accounts would be used.
1. Your normal Skype account on the remote pc that will used to view surveillance
2. Another Skype account on the local PC connected to the monitoring device via USB (as a camera) configured to "Auto answer" when your remote pc calls that account.
If you have issues getting the camera to work, make sure you use the drivers supplied on the disc. If you do not have that disc and the drivers are not provided by the OS you may want to contact Uniden (http://www.mycusthelp.net/uniden/_cs/QuestionAsk.a

http://www.uniden.com/page/downloads this is for the driver incase anyone else needs it, i recived a set with out the manual or the disk and thats where they sent me to get the windows driver.

I tried the driver from Uniden's website. It did not work. The driver on the disk, included with the system worked fine. There are better instructions for setting up a Skype account on Uniden's site, where the driver is located.
