Skype Go and Skype on 3?

As some skype users may know Hutchison Three UK (mobile operator) has its own version of Skype which doesn't need VoIP to call,they have their servers for outgoing skype calls, for instance I'm calling one of my skype contacts, but skype app dial Three number starting with +4478 instead. So this means Skype on 3 works as a call card, not using data plan.
I've purchased WP7 phone, and it was kinda gamble, as a key function for me is a skype on 3, I have iPhone 4 too but I stopped using it, dropouts, delay and battery drain, this is due to 3g network, some places are okay some are not...
Anyway at the moment there is no info about skype on 3 development for WP7 and it's not clear who has to purpose this development to skype team.. But in a same time if Three has it's own servers which I can use on Symbian and Android and Skype has a skypeOut and still supporting Skype on 3...?
In my opinion it's not that hard task to develop or to port .apk app for WP7, even it can work without VOIP..
It's just unclear to me who makes such desicions..
Situation is curious I have Skype world unlimited subscription, I have Three branded Android phone with Skype on 3, I can see outgoing Three server number, but I just don't know an extension (this app must be adding it somehow for each of your contacts).. And now I have Three branded WP7 phone and I want to switch to it, but no skype.. I know that in a case of apple and their rules it might be some difficulties in development, but Windows phone seems open enough to me.
P.S. I've spoke to Three, they've told me that Skype is now developing everything. Before that it was iSkoot for Symbian and Joltid for Android
Any thoughts?
