Skype advises my internet connection is too slow and video quality degrades

Skype is the only appliction running on my Windows XP laptop.

I'm using wireless internet.

I'm running ADSL2

Web browsing etc is fast.

The call magically becomes better if I stop my webcam for a few moments and start it again, or if I drop the call and redial.

Above is the results of a recent speed test.

Is there anything I can do to stop Skype thinking my internet connection is slow?
