The update to fix the green video issue was released by Qualcomm and should have been downloaded to your device via an update.
If you are using a stock rom, installed by the manufacturer, you should try updating your Android version to get the update that fixes the green video issue.
If you are using a custom rom, then unfortunately you won't receive the update.
The green video issue won't be fixed by Skype, but rather by Qualcomm as it is a problem on their side.
I recommend a search for your problem and to download the latest Skype.
To get the most out of Skype I recommend Skype Premium.
