You might have more luck by downloading from http://m.getjar.com/Skype/ (open on your device's browser).

Skype installs and works fine on WiFi online devices (e.g. my ASUS Transformer Prime Tablet). It seems to be a problem with how your "ChinaPad" reports its capabilities to the Android Market.
