Yup, I emailed HTC recently, since Skype was pointing the finger at HTC & they responded on the 23rd of June:
"Dear Mr. Antonio,
I know how handy it is to keep in touch with your friends and I will be glad to help out. Although I don't have a specific ETA on the next firmware update for your device, the kind of driver update that the Skype admin was discussing would generally be part of a maintenance release. While we cannot guarantee compatibility with third party applications please keep an eye out in the future for updates as they are made available.

In other words, no fix yet!!!
downloaded skype for android from play store for my samsung galaxy sIII and the video doesn't work either. i can see others, but they dont see me, if i try to turn camera on, it will look for it for a moment and then say this device deosnt support video. my camera's work just fine with other applications. even the audio is pretty crappy. hoping for fix soon!
You promised to chase this up from your end back in APRIL !!! is this ever going to get done ?
HTC are still saying it's a SKYPE issue and that there are no updates coming to fix this, can HTC and SKYPE please just talk directly to each other and decide who needs to fix this and then let us know, I have seen no updates to this thread by a member of SKYPE staff for over 2 months now, this is really not good enough.

Well bugger me
An hour after I sent that last post, I get notification that there is an Android update available for my Phone.
My Version and install of Skype has not changed a bit, but suddenly the issue has been resolved, guess this latest update contained the Qualcomm driver update that SKYPE always said was the issue, happy chapppie now, I'd suggest checking for updates for everyone else just incase your Vendor has released an Update.
I'm now on:
Android 4.0.3 ICS (Still)
Software number now been updated to : 3.33.401.106
