I got a reply from tech support today saying:

"At this point, we suggest to try using the speakerphone in your device then, once a call is connected, you can switch to bluetooth. You may be able to do this by clicking the option on the lower part of the screen when making a call."

* I have already tried switching from the phone back and forth between its internal speakerphone and bluetooth.
* I have also tried disconnecting bluetooth and reconnecting it.
* I have also tried unpairing the device and re-pairing it.
None of these change the behavior.

The bottom of the note said "You can click on Click here to provide feedback for Bluetooth on Skype for Android link and state your issue so our developers can look into this and  eliminate any possible flaws or bugs," so I'm posting this here as well as email reply. (Also noted that in this forum there seems to be a bug preventing commenting back to your own post to add info to the original post.)

I have same problem with Motorola Maxx HD. There is NO choice for BT on the Skype menu - just Handset, Speaker, and Earpiece
